for some reason i can't get the quest to warp from jueno to aht urgan i've done the sandy one already. and i have the white sentinel badge but it won't flash at anyone. anyone else had this problem or know what i'm doing wrong?

Make sure you're talking to all the correct NPCs, if it's still not working check up on the quest giver NPC to assure the quest is accepted. Otherwise you might wanna call a GM to see if there's something up with the NPC.
