While it makes sense to cap them early compared to the Dovahkiin, as not to make them equally overpowered in terms of damage dealing and mitigation. I think they should cap their combat skills up to a certain extent, but continue to level in terms of health and stamina as to keep up in terms of survival when the player advances further in level beyond their follower.
On a side note, are there any mage followers, or have I simply not been looking/playing long enough?
You have not been playing / looking long enough, there is a mage follower at the College of Winterhold (which, by the way, is totally worth visiting if you have not gone already) called J'zargo. He is a bit egotistical, but he is definitely a mage type follower, and as it happens also one of the most powerful followers available in the game.

You have to do a quest for him that involves testing magic. After you complete it, he can be recruited.
Bethesda publishes a lot of stuff, this isn't directly tied to Skyrim necessarily. It could be "Dawnguard", or it could be Dishonored or Rage related. Though to me, it looks like he might be wearing some Skyrim style armor.

It's way too early to announce Fallout 4. Skyrim hasn't even been out a year. I wouldn't expect Fallout 4 news until (Late) 2013
Elder Scrolls MMO is a possibility. It's the industry's worst-kept secret that there is one being made. It apparently takes place in the Second Era (Well before any Original Elder Scrolls game). But I'm actually not convinced of that this has anything to do with it.
Personally, judging by the look, I'd say the main contenders are Skyrim DLC or RAGE info (RAGE 2 or Expansion?). Rage was hardly a memorable game though, notable only for looking great and having a terrible ending. (Overshadowed by the Whole Mass Effect 3 thing)
The good news is, we won't have to speculate long apparently, Tomorrow is Tomorrow (If you can believe that!)

Yep, I am disappoint. I was actually thinking it was going to be RAGE though. Given what I've seen about Dishonored, the color palate of the CGI capture just didn't say "Dishonored" to me.

After watching the vid, I'm stoked. Looks like an age like Fallout, gameplay like Skyrim, and a story line akin to Assassin's Creed. Has vast potential.
Actually, from what I know about dishonored, it's more like a Bioshock/Assassin's Creed hybrid, with just a little Half Life sprinkled in for good measure. Note the strider mounts.
I'm really looking forward to it. I don't get why people are hating on it when they haven't shown all that much. Sure, the graphics aren't top notch but the style is pretty great imo.
I personally think Dishonored looks great. At the end of the day, I think it's better to be memorable for looking interesting (Dishonored, Bioshock, Borderlands, Fallout) than to be memorable for being technically adept (Crysis).
Of course, you can be memorable for looking interestingly bad, and technically incompetent (Mindjack).
Bethesda Softworks just announced the fifth game in the Elder Scrolls series and the sequel to The Elder Scrolls IV: Oblivion will be called Skyrim. And it'll be out next year.
Bethesda's Todd Howard introduced the game with a brief teaser showing a stone dragon and a dramatic narration that sets up the story of the next big role-playing game in the Elder Scrolls series. That teaser also dates Skyrim for November 11, 2011.
I cannot bloody wait. I've always loved the Elder scrolls series since Daggerfall.
