95 relics now have a 20% proc rate to their bonus dmg stat if i'm not mistaken Makado
that is incorrect, 95 relics have had their relic procs doubled.
2x dmg 10% proc = 20% proc
2.5xdmg 7.5% proc = 15% proc (amano)
3x dmg 5% proc = 10% proc

please note: 3x dmg proc relics are 1handed relics, after factoring in dualwield the actual proc rate for lvl95 is 5~8% (varies)
If you are not dualwielding then this will not apply, you will get the 10% proc rate.
also, you do not need to Weaponskill or have aftermath up for the additional damage, they are on full-time as long as you have the weapon equipped.

+1 is str 16 att 30 that's nice compared to str12 att 24 -20 acc
i stopped using V helm myself i lose .5 att and the -20 acc compared
to twilight. The nq mekira = 36.25 att and also the higher str while
the +2 = 42 att with even higher str. twilight has 32.5 att and Vhelm
is at 33 with that -20 acc. Personally i like not having -20 acc for
those DA/TA/QA procs on ws since they dont recieve the boost the first
hit would.

because you now have twice as many swings, with only 1/2 of those able to proc.
if you swing 100 times 50 on both hands. and only your main hand has a 10% chance to proc.
then you get 10%/50 = 5procs
without dualwield your mainhand swung 100x would be 10%/100 = 10procs
thus; dualwield effectively cuts your ratio in half (it can still vary though due to accuracy of the offhand, DA or TA procs etc.) so it's not exactly black and white.

moar testing is needed i think but probably not, @ 75 relic proc for h2h only worked on one fist (main fist iirc) while Emp ODD only works on one fist as well (offhand fist)
Personally i like not having -20 acc for
those DA/TA/QA procs on ws since they dont recieve the boost the first
hit would.
call me stupid but, i actually agree with this lol.
edit- spharai is 3x proc so their 95 upgrade should go from 5% proc to 10% proc. they aren't dualwielding but after you factor in 2nd fist + DA/TA procs + KA procs etc, their % will probably be similar to other 1hand relics.

As far as i have read in other posts, Dual wielders and H2H do not get AM on second weapon/punch that was for emps and relic Dual wielders didn't mention Relic H2H and nobody really mentions Mythic >.>
Again i'm jus assuming if it is like that on emps and mythic like you say then i don't see SE not doing it to Relic H2H users also. But need someone who knows the testing on this.

I'm still sporting gorget atm but im real tempted to get justiciars in uncapped situations. I still wonder about Justice as well gives str att and acc.

For accuracy, 1 skill = 1 accuracy when the skill is 200 or below. Afterwards, 1 skill ≈ 0.9 accuracy.
For attack, it's 1 skill = 1 attack no matter the skill level.

but thats only in low att situations, no? Even in high attack situations(obviously provided youre not capped) it would depend on how much wsc beir+1 is giving you, is it giving fstr, whats the mobs level(higher lv mobs tend to favor attack over str counter parts).
To say if one piece is better than the other, would be determined with many things, those above being one of them, and your other 13 slots of gear.
Like for instance anguinus was better in my setup 80% of the situations I would be using sam, however plugging in the new gear thats come out, beir+1 looks to be gaining more leverage(maybe because more str to move up a wsc from the 9, maybe more attack being accumulated etc, I havent moved the mobs level up though nor calculated for mine either so that could still change).
For monk and sam, I basically keep 2 belts on me, anguinus and beir +1 and use them accordinally.

Gorget is pretty meh for Fudo, the fTP is very high so the 0.1 doesn't beat out a STR/ATT option. I still use Ele.Belt though. Beir+1 is better but the difference is so small the conserve TP is worth it. A conserveTP+Zanhasso proc (5/5 iki) can shave off two hits, plus excess TP does more for damage then slight STR/ATT gains.
Ganesha's mala is a great TP piece but not much of a WS piece. (epeen SS maybe!)

lol reading through this thread about vw,and that amano should pull ahead because of the accuracy,im not sure ppl that wrote that have all ki and clears imo. atm i have all clears,and done lots of t3,and what vw look like at high level,you just spam fanatic braver drink and "Stalwart tonic",which give a large boost to attack and accuracy.and those stuff you spam right before you start to zerg each time.i dont see the point in vw being accuracy issued anymore,i still use rcb and any attk food i never miss in vw,only time i have had issues was that vampire nm one,and whit no ki or atmacite.nowdays vw have little to no accuracy issues.
