Maat Broken?

I'm having trouble finishing the quest "Beat Around the Bushin" after finally getting the last item I needed for my Black Belt. At the point I am directed to talk to Maat, I noticed he wasn't giving me the dialogue to continue the quest.

All he says everytime I talk to him is "Not a while ago a San d'Orian boy--Halver, I think his name was--came through here. I wonder what business he had at the duchy..."

I went to talk to Halver and he says nothing to me at all. Went back to Maat, same dialogue. It doesn't give me the option to even fight him if I wanted to do so.

I tried GMing it and all I got back from them was the generic "We can't offer hints, tips, etc please check the community pages."

Anyone else getting this problem or know what is causing it?

This was discussed awhile ago. You need to finish the Event by talking to the Kazham Chiefness if you have your moggiebag.
