Well you see with more pieces able to get magical crit you can up the percentage alot more. So if it is possible to get magical crit +3~5 on 2 rings or earrings with the weskit he already has. Then the mkd hat you look at 18~20% right there. Now if there is a cap or not who knows but if a nuker gains the ability to proc a crit as much as a dd that could be useful.
