I've gotten skill ups from this @ level 98, so they are at least level 99 fish, likely level 100. Despite this, they are extremely easy to reel in.
No line breaks at all with an Ebisu. Could probably reel it in easily with a Lu Shang's as well. Best bait is Crayfish Ball. They can be found at the large pond near Conflux 4 in Abyssea - La Theine.
