I really don't think it's a question of EXP loss. I think it's more of a question of everyone's leveling WHM because of the potent duo strength of MNK-THF-etc. + WHM. Add in some crazy Abyssea XP and a lonely Kirin, you've got a bunch of WHMs and no R3.
No NEED for it, but there are two points that need to be brought up:
1) If you're asked for such a rudimentary spell such as Raise, be it 1 or 3, if you don't have it, it looks poor on your part. People will call you a n00bsicle.
2) If you need to raise many people after a wipe, etc., you don't want to be waiting on R1 and R2 recast timers. People will call you a chicken n00blet.
TL;DR: The fear of a single statement raises the price: "Only n00b WHMs don't have R3."

xp loss is so lol now, you die and even take an r1 and youre only down half what you lost..oh nos! go kill 2-3 mobs in abyssea, while youre xping, with capped xp, in 30 seconds, and youre already gaining xp again..
aside abyssea, even tho thats the 'it' thing now, xp loss cant possibly matter unless youre just prone to death i.e. dynamis fail.
honestly, i death warp at lv90 all the time, why? because xp loss is such a joke now (but really because i always forget 10cp instant warp ><). youre not gonna see people spamming /p i need r3, i deleveled..if they did i would r3 them, d2 them, then kick them from my party for being dumb

Mooshie, it's not entirely about just having Raise 3 for that 90% exp return, it's about getting people up after a wipe about as fast as a weak chainspelled RDM. With the weakened 200% recast timers, being able to go down the list of raises gets everyone up as quick as possible.
Myself, I just don't see the point of paying so much for this with how quick it will be to regain the xp in abyssea. But then I'm not someone who loses sleep over not having every scroll.
With SCH just having cure IV WHM is now THE healing job and the only reason to pay for this is if you're someone who cant handle the shame of admitting you dont have a spell you were asked for.
That comment does not apply to last nights WHM who didn't have haste. Seriously, sort your life out.
