Almost, if not every, fishing guild sells these for 8-12 gil each. For the fisherman trying to skill up from 90-100, grab these on way to Nashmau on the ferry in bulk and fish from the dock in Nashmau. Pterygotus bite on them and will get you to 99 fishing.
