Magicked bones still do Exist in Horutoto (Inner) ruins, to pop, enter Lily tower, go to H-9, through the hidden passage, hug the wall until your in a room of Goblins. At Night, kill the 2 Goblins, and then Magicked bones should spawn. Happy hunting.
Two Options of equivalent damage and delay are the Aern Dagger (acquired during SEA event involving Warders) and the Qutrub Knife (Ambuscade Total Hallmarks Reward) Check your slips if your looking for a RDM Enspell build.
Involving a Crafting Quest: Trainees Knife & Trainees Needle. Higher Delay (200), but same low damage. Using a the Blitzer's Roll from a COR can help lower the delay even more.
Last is Chicken Knife 1 or 2 , Event Knife 200 delay.

Magicked Bones are now a lottery pop from only two placeholders - Goblin Thug and Goblin Weaver - directly in front of the Gate: Magical Gizmo at (I-9) on Map 1 - and only between the hours of 20:00 and 4:00. This area is accessible via the Cracked Wall at (H-9), at the center of the south wall of the main room of Lily Tower.
To emphasize - even if you kill these placeholder goblins in the correct window, the Bones are not guaranteed to spawn, or even necessarily have a high probability of spawning.
These used to only drop form the Magic Bones that had a model holding a knife, not a club or a scythe (3 diff Magicked Bones with 3 diff loot pools in the same zone). I don't know if that is still the case but I can't locate any Knife holding modeled ones in the zone anymore, and haven't seen a single drop of the scythe/club wielding bones. Ever since the lv 80 monsters were added.
