I tried these at 23 CC and was unable to craft them. I was able to break one at 29 CC, so the CC subcraft should be somewhere around 39-44.

I got a clothcraft skill-up at 43, and no skill-ups at clothcraft 48. CC required subcraft accordingly appears to be >43 and <=48

I made 12 of these a while back, with 57 Smithing and 52 Clothcraft, no skill ups on either craft.
To say i was disappointed would be an understatement...

Generally assume you need capped (60) with the (??). It can vary to even higher, but it being lower is not often.
