Massive increase in utility for CORs in connection with the July 2011 changes to XI/Phantom Roll, which allows for COR to easily keep an XI up at all times (keep an XI as your first active roll, which allows you to bust without fear on Roll #2 until you hit an XI).
Many people are currently still having a hard time understanding the implications of the XI changes, but essentially it allows COR to have a greater focus on stronger buffs at a cost of more time spent buffing as opposed to melee or /ra.
So the big point for this ring... it becomes more important to get TP from other sources like Tactician's Roll, Atma, other gear (Moonshade Earring), firing off Quick Draws between buffs. Roller's Ring is a great way to add 1tp/tic while doing all that buffing.

It's not establishing a fake price. When a new item is introduced and someone is the first to craft it/find it wherever it may be obtained from, they sell it to themselves so people know a good estimate on what they can expect to pay right there and then.
You see it kinda sucks when there's one of a new item on the AH and you have to go up in increments to try and find a good price just to find it's out of your budget. Half an hour or so wasted, with the "dumb ***" way, we can check straight off.
It's pretty easy to test, not something that requires extensive elimination of possibilities. It's either active under a roll of 11, or it isn't. Testimonials indicate that it is.
