You sir, are wrong. The price will be higher than normal, not considering the quality of the piece, but the rarity of the HQ. Look at nomad's mantle +1, its over 100k more for AGI +1. And thats because its a 1/16 hq rate. This item is even worse. So no, the price will not be relatively low, it'll stay relatively high.
In a situation where Ninja would heavily rely on evasion, Corse Cape would still be better. With Yonin, not only do you gain the bonus evasion, but you also gain the bonus enmity+. IMO it's either Corse Cape or Cerberus Mantle. No need for in between. For a level 53 cape this is decent. Definitely not a high level piece of gear though. The price will get relatively low.
