The race change will generate more revenue in one month from returnees than that ROE would generate from returnees for an entire year. One benefits every player, former or current, the other benefits the small group of players still worried about +2 earrings. Easy decision.

The pace of development is super slow no matter how much money you want to throw at. You gonna have to have patience with it, unfortunately.

One of the appeals of Asura is the always stocked AH.
However, it will never happen because I'd be willing to bet atleast 90% of SE's server transfer income comes from people going to the black market to shop for things and then going home.

It's changing one single value in the database.
The technical difficulty is designing a payment system around it.
