Except it does in other countries. It won't eliminate shootings but it will lower them by a great amount.
My mom lives in the general vicinity. My wife has a bad gut feeling and asked me to call Mom, who didn't pick up. More than likely she's fine, probably outside doing some gardening. The odds of her being one of the 20 wounded are pretty slim, but it still kinda sucks playing the waiting game and not knowing for sure.

San Bernardino police confirm the Regional Center was hosting some sort of event today when “multiple shooters came in and just started shooting.” They were reportedly dressed in “military style” attire.

I get the need to report SOMETHING, but anytime you have to say "we're getting reports between x and x" it's time to just say "we aren't sure". Apparently, ethics is no longer taught in journalism.
This is what they do here, they make sure people know what is confirmed and what is unconfirmed and that even some 'confirmed' things may change and that they will do their best to give the most accurate information.

I don't think that approach is uniquely american, but I'd be curious if you're talking about network news, commercial news, state news, just the news you watch?

Right, let's make it so the government is the only one with easy access to violent weapons. That worked so well in Stalin's Russia, Mao's China and Hitler's Germany.
Besides it isn't working so well in Chicago, way more that three people died last week from gun violence even though it's pretty hard to get a gun there.

I'm not sure what the difference between network and commercial news is but what I'm watching is Aftonbladet, the evening newspaper. They have their own website with live feeds and live twitter feeds where they link relevant tweets from other news agencies. They also let you ask the journalists questions if there's anything you're wondering.
State news does live coverage for things like the Paris attacks and it's similar to what I described but their evening news reports are facts with no or minimal speculation to best inform viewers.
