You may see the details of the update here. Knowing Microsoft, I doubt the issue will be resolved when the patch is deployed to the general public, in which case many more people will soon be experiencing this issue.

Some Googling has shown me that this error is not new. Other people have had it in the past. My assumption is that Microsoft messed with the .NET Framework in this version of Windows and that is causing the issue.
Oh, and when POL is launched WITHOUT Windower, everything works just fine.
