so i transferred from sylph to Lakshmi and it says on my SE account that it was successful but i keep logging in on sylph. has anyone ever had this happen? is there i wait period before it realizes i should be transferred?

It can happen. Contact a GM and he/she will transfer you manually after verifying all the parameters (world of arrival, characters to transfer etc).

The transfer is usually "instant", if you have any problem, contact a GM, they have always been helpful to me when it happened.
