Just fought the damn thing three times and not once has it used Thunderbolt. :/

Yes it does use Thunderbolt, its ws pool might change according to vana day so take that into consideration. I'm not sure when exactly it gains access to Thunderbolt but we popped it twice during darksday and both times it used it.

Check wiki for Behemoths, they all can use it.
Yes it does use it, I just did it earlier today. It's ws pool changes depending on... wait a minute.

yes you can, I learnt the spell during that fight !
You can learn thunderbolt from NW Apollyon on last floor again Kronprinz Behemoth. A BLU learned it from them yesterday.
At level 95 im pretty confident a BLU with evasion setup can solo is way to top. However killing Kaiser Behemoth will probably be a fail because of time, regurgitation was hitting for a 600-700HP each time.
