Tested with 3 pieces, no refresh. It appears these new armor sets require all 5 pieces to activate the latent. Although not 100% confirmed (as you'd need all 5 of this set to see for sure).

I have 4 out of 5 piece and can confirm that you need all 5 pieces to get the Refresh effect. Does anyone know the amount of mp/tick you get?
