This is an excellent shield for a fencer build on warrior. The fencer +1 adds about +50 TP to a weapon skill and about 1% critical hit rate. It might not seem much but every little bit adds up with a moon shade earring, job traits and job gifts.
The extra accuracy/attack/weapon skill damage are a nice step above the HQ. The extra block rate also allows Warrior to fill in as a tank on some middle tier content if needed.
It offers both offensive and defensive bonuses for the job.
This shield combined Diemer Gorget, Souveran Hands, Souveran Feet, and a Thureous Earring; give Warrior a pretty significant block rate.
Personally it puts me at around 523 Shield Skill, with +17% block rate.
Other jobs have better options however.
PLD has Aegis and Ochain.
DRK doesn't really benefit from using a shield and the fencer traits from /war aren't significant enough to beat out Dual Wield (not to mention the loss of mitigating damage by losing third eye/sh
