Drops from coffers in Union. The possible Souleater augments on this have been shown to stack with other Souleater gear, bypassing the 12% hardcap. Whether this is a glitch or not is anyone's guess.
@Gradd, Aluus is not spitting false information. I had one of these with Souleater +2% augment a long while back and tested it combined with AF helm, and it came out to 14% HP > Damage.
idk bout that 61-64 :< cuz my Smithy 100+3 60 wod alc broke it :< id say around 70-80 cuz it was even on firesday :< and still broke but maybe bad luck
