Technically, you're right, the return is 22mp, but only because of how the calculation adds the +20 before any percentage increase. The Augment gives 20mp, and based on day/weather you will get the extra 10-25% added.

While these are not better than Herald's gaiters. This is a way of obtaining the same movement speed percentage inside abyssea.

Completion of the storyline rewards atma of ambition. Which is 12%. Which is cool for those who can't afford Herald's.
