I can understand how you were rated down so quickly. Considering its +1 more INT and MND than the coveted Prism cape, its actually pretty damn good. The -2 Enmity, 10 extra MP Bonus, Not to mention Epeen +1...
I wouldn't recommend using it on WHM for Cure V. The VIT -5 will remove any benefit the extra 1 MND has over Prism Cape. You're better off using an Aslan Cape if you want something with MND +5 or just sticking with Prism Cape.
Not only does this cape add the +5 int BLM eyes boggle at, nor the +5 mnd that helps our StoneSkin, it also converts MP, and as all blm should know helps trigger our latent, but also allows us to wear it fulltime because it is convert and not hp- mp+. a great peice for a latent triggering BLM.
Keep in mind that with most end game WHM setups you need +6VIT for ONE more HP (on a C5). For a lot of xxx/WHM you would need +36VIT for ONE more HP (on a C3). So yes, watch your VIT but don't toss out an item just because it has negative VIT.
Most people most of the time can cure in this and it perfectly fine.

Best thing about this cape for Black Mage is that it is the only piece in an ideal end-all nuking setup that has convert hp to mp. With this cape you can have sorcerers ring active and not be in yellow hp which is very helpful for not getting blood agro or atracting heals.
