Well, not quite. It's essentially half as potent as double attack. DA can proc on each swing, but kick attacks can only proc on an attack round. On top of that, unless you're using dune boots or something, your kick attack DMG rating will be low, meaning that a KA proc won't be nearly as potent as a DA proc.

There are better, more easily obtainable options.

There are better legs than these, if you're a Monk or Puppeteer and you end up with these, well they might be fun to play with. Sadly there is not much + Kick Attacks or Kick Damage gear to really make Kick Attack gear worth acquiring.

Also the faster you attack the more chances for Kick Attacks to proc.
With H2H, and over a 2 min duration on easy prey mobs with kicks and fists, I did 500 more damage with punches
