Not generally bad for RDM, but there is better gear at this level, the m.acc isnt bad, and this allows for some solo meleeing if you have nothing better or dont want to change gear. But if you can, look for a Errant coat for magic use, and i guess scorpion harness for general melee.
This is generally seen as a lolpiece, though it has one use:
Dark magic macro piece. Better gear out there for everything else, but even at 90 cap, this is the best non r/e thing a rdm can macro in for dark magic.
