People rated down the comment because the information is no longer useful. There's no point in rating up a comment like that if it's outdated information. Just because it gets rated down doesn't mean it was a bad comment, can also be that the information is no longer relevant.
If you aren't using the full perle set because you have some of your AF3+1 done and are using other perle as a filler, this is good to use or re-use because you won't be getting the +5% haste bonus from the perle set anyways. you will gain 4 att, 4 acc, and 2 dex and you will lose 2 str, 2% crit chance, 10 evasion, and ~10 defense.
