Nightmare Scythe is a decent WS for skillchaining around this level, and that would benefit more from this neck piece than Spike Necklace because of the MND mod. So there's that.
Is there any good reason to use this? Shouldn't you just TP in Tiger Stole (assuming you want Attack in the neck slot) and then macro in Spike Necklace for STR+3 DEX+3 on WS? Am I missing something?
After finishing the trial to acquire the /jobemote, it gains STR+3 and Attack+5... nothing to really sneeze at, especially given its level. Something fun to play with during those low levels.
