You can get this by completing a time trial 'flee' around La Theine, Konschtat or Tahrongi canyon. Basically, it's a time trial, and you have to do it under a certain time to obtain the hat. You get the +1 by completing it in the three zones outside Jeuno.

Sadly, the effect only lasts for 2 minutes, with a 24 hour recast, which is highly disappointing. The HQ auto-recharges, however, whereas this one doesn't.
