Yes, I'm sure SE isn't sure how they designed their own game. Your claim -- while sometimes true -- is not always the case. There exists situations where Dagaz Ring performs better than Pyrosoul. For example, when fSTR2 becomes capped (most commonly in Abyssea, but at other times too), Pyrosoul is doing nothing for you other than providing 3 or 4 ranged attack. Dagaz would be the clear winner in these situations.
There may also exist situations where your target's defense becomes exceptionally high and you become attack deprived. I'm not sure if any such situation currently exist in the game that would edge out STR options at the moment, but in theory this is true.
Personally, I just stick to Pyrosoul unless I know I'm capping fSTR2... otherwise I'll be using Bellona's Ring until this becomes more readily available. Dagaz Ring isn't a bad ring, it's just not always the better ring.

#3 If you knew anything about RNG, which is my chief complaint with SE's design (good for you if you believe they know what they're doing), there is NEVER a situation where this ring will outperform pyrosoul, even in attack deprived situations. The only possible situation is when fSTR2 is capped, but please refer to #2 and #1 and #4.
#4 Why would you ever use RNG against EP/DC/EM mobs, i.e. mobs where you can cap fSTR2. RNG is only useful against mobs where you CAN'T cap fSTR2/attack, i.e. HNMs.
