These make call beast spawn pets 0~0 levels lower than you.
The Beast Affinity Augment gives each merit 3 levels instead of 2. Total of +15 levels possible for capped pets.

The Beast Affinity augment on these makes it so the pet can cap as low as 84 and still be lv99 when you pop it.

Augments "Call Beast"

Causes pets summoned with Call Beast to be the same level as Beastmaster instead of the usual 0-2 level below. (This cannot apply to pets with capped level)

October 2013 update:
"The attack, defense, accuracy, evasion, magic accuracy, and magic attack of pets called using the “Call Beast” ability will now increase based on the item level of the weapon equipped in the main hand."

So in other words Weapon also allows you to have pet lvl up (Combined with this hands be amazing BOOST on all Attributes)
