Although it's not shown here, but shown in the dats txt and such, this indeed does have "Grimoire: Reduces Spellcasting time II" and does stack along with scholar's loafers. Excellent with speeding up cure spells and reducing recast while stacking fast cast on it. Not only that but this also works towards casting nukes then switch to a better nuking head piece before the spell goes off.

Enhances Altruism and Focalization by increasing the odds that a weather-related Magic Accuracy bonus will activate by 15% per merit level.

This is similar to wearing an Obi with weather, and does not stack with it.
