You get this by beating the Hall of Mul in Legion and spending 10,000 Legion Points on it.

I don't even know why Dohati wants Haste on his DNC body. With empyrean +2 head, legs and feet + brego gloves and twilight belt you have 26% haste right there.

So with haste capped you're way better off using the empyrean +2 body which gives a whopping 10% to Dual Wield instead.

Was really happy when white Aptant armors were synergy only.
Aside from that, it's a solid piece for most jobs listed. Like an updated pahluwan khazagand.
