So to access the stronghold OP's (splitting, plucking, etc)

Does your nation have to control all the zones around it, or only that zone specifically? (La Val, Bead, Castle Oz)?

The specific zone. Windy could control only Windurst Waters and Castle Oztroja, and they'd still be able to do Plucking Feathers.
